It is apparent to the simplest of minds and the slightest of morale maturity that this is a broken process. Any time a word as powerful as VOTE is diluted with adjoining words - its a red flag that chicanery is in play.
A VOTE is YEA or NEA. Nothing in between. OVER vote. UNDER vote. NO vote. etc etc. A VOTE IS A VOTE. The enemy first labels, then divides by label, then isolates, then eliminates.
